Excellent site , good info .I have in the past been part of air civil SAR and have participated in searches ( mostly winter) in the back country around Rossland BC. I particularly like the children's training program as I have a soft spot for young people and their safety in the workplace as well. In my opinion it would be well worth putting on in the West Kootenays ,say Nelson or Rossland as there are many young people who ski and participate in outdoor activities both in summer and winter.I would be prepared to volunteer time to assist in this effort upon request.Lorne Haas

I live in the States and a friend recently sent me an article writtien about the "duck and cover" safety procedure. That this procedure was not effective and that most people do not survive using this method in a collapsed building or earthquake. That the objects collapse under the weight and crush the indvidual underneath. However by lying down or getting in the fetal positon "next to" a large object, you have a much higher chance of survival. The object is crushe but it a void or space next to it. Is this true. What should I recomend to my employees living in California, a high earthquake zone.

Looking for a dog who did not make it thorugh the program for a loving home.
Currently looking for a search and rescue dog that did not meet all of the program criteria and will be up for adoption and looking for a good home. My chocolate lab of 10 years recently had to be put down due to bone cancer. We miss him dearly and are looking for a younger dog/ preferably a lab to be a part of our family. I became interested recently in search and rescue after going down to New Orleans rescuing the pets from houses and a trapping program afterwards. I am an animal behaviorist and dog trainer and have my own company. I would like to get involved in rescue, particularly swift water rescue. I live in Canmore, Alberta. I found you on the internet and would appreciate suggestions and advise on how to get involved and perhaps the best course of action to get educated and certified. O Box No.-19383, Kathmandu, Nepal E-mail: info@fan.org.np Web Site: www.fan.org.np Firefighters volunteer Association of Nepal (FAN) 2005 Report Introduction: According to the data of Ministry of Home Affairs, HMG, there are about 2329 families affected and in major fire accidents all over Nepal throughout the year. Each year about 96 people have to lose his or her lives in several fire cases. Though the use of fire is as the boon for us, the improper use of fire is causing the huge loss. The fire takes less time and investment it is ceased in the initial phases but the great deal of time and investment is required for the enormous case. When the fire turns to be tremendous, the problem of huge loss of many lives and property arises. Mostly the region in the plains of the country is affected by the fire cases each year. The districts in the Terai region of the country are mainly affected by the fire accident and the fire brigade is set up there. Despite of the establishment of the fire brigade, the country and the people has to suffer in the need of quality, skilled manpower, hydrant or new technologies, proper fire brigade system, fire code and its implementation. In the present situation, about NRs.3, 000,000.00 is invested in the field of fire service. This is the 0.044 % of the total budget of the one fiscal year of the country. There are only 51 fire engines in all over the country. History and the Condition. The fire brigade in Nepal was established for the very first time in 1937 A.D. At the time former prime minister, Juddha Shamsher Junga Bahadur Rana, the 'MORISH' engine donated by Britain was set up in the fire Station of New Road, Kathmandu. The engine was carried India border by the porters taking its parts in their shoulders, as there were no roadways from the Indian border. After that in 1947 A.D. the additional fire station was set up in Bhaktapur (Bhadgaun) and Lalitpur (Patan) with the pumping engine. This fire station is under the control of Ministry of Home Affairs, His Majesty the Govt. The total budget for these fire station is NRs. 10,500,000.00 (US$140,000.00). There are 54 firemen in this fire station. The firefighters should be 101 Fire call in number according to the need of place. It is spread in the area of 899 Sq. Km. The population in the region is 165,695. Ministry of Local Development donates NRs1280000.00 for the total fire service run by the rest of the thirty-five municipalities throughout the country. The other additional expense is meet by the municipality form the local sources. The fire fighting for the industrial fire and forest fire has no any specific set up. Similarly, the fire services in the airports also don’t have the proper situation. In the absence of rules, policy, acts, laws etc. the skilled manpower, resources couldn't be managed yet in the field of fire fighting and the goals that had to be received is far behind yet. Governmental Efforts in Controlling Fire & Other Disasters. His majesty the Govt. is involved in the field of controlling fire. It has been solving the various problem related to fire. The following steps in taken by HMG Govt. to control the fire accidents and other disaster and to save the public as well the private property. 1. The Home Ministry in co-operation with the District Disaster Committee has been launching the emergency fire and disaster rescue operations all over 75 districts. Similarly it has been separating the budget for the rescue operation. 2. The District Disaster Committee in big accidents provides people or the community with the food and some amount. Each affected people are provided with 7 Kg rice and NRs.8, 000.00 is provided to the family of the dead people in the accidents. Similarly additional NRs.4, 000.00 are given for each dead people if more than one people dies from one family. * 3. The Ministry for Home Affairs, His Majesty the Govt., Ministry of Local Development is donating the finance in each fiscal year to the municipalities, Ministry of Tourism and Airport Fire Rescue Department. 4. In case of large accidents and disasters, the office of Prime Minister in the national and international level provides the relief packages and budgets through the Disaster Departments of Home Ministry. * The inserted data can be changed in due course of time by the respective authorities. The Fire Service Today! Every local authority must provide a fire service where the fire engines can be launched, as Nepal is the country of the vast topography. There are main three main parts to a brigade- operational (the firefighters), control, and fire prevention. Both men and women can join the operational division, but at present no women have done so. There are nearly 250 firefighters in Nepal. Each fire service has to grade its area into different 'risk categories', according to the type of building that are found there and the sort of fire risk that they present. Each risk category has a 'predetermine attendance' that states how many appliances should attend a fire, and the time limits within which they must arrive. This shows where fire stations are most needed and where new ones should be built. Fire Call! The call to a fire is broadcast from central control over loudspeakers at the fire station. It tells the firemen which appliances are to go, and the address of the fire. The firemen dash for the machines. The driver starts the engine while the rest of the crew jump in the backs; pulling of their fire kit as the vehicle roars off, blue lights flashing and siren blaring. On reaching the fire, the firemen's first priority is to rescue any people who may be trapped in the building. To attack the fire, water is needed. In a town, the firemen look for the nearest fire hydrant plate, which marks the position of the underground water main. By fixing a standpipe to the hydrant and connecting their hoses to it, the firemen can get as much water as they need. In countryside areas, the firemen may have to use the appliances to pump water from a nearby pond or stream. The water carried in the water tender is used only when there is no immediately available water supply. When the fire is put out, the firemen clear away all the debris. At the fire station! Firemen in the fire station have the duty of 24 hours. The fire station has a kitchen, sleeping rooms and other necessary compartments for the fire fighters, though there is no good system in our country. Management and command: The disaster section of The Ministry of Home Affairs manages and separates the budget for the fire service system in the valley. Similarly outside the valley, the local municipalities manage and donate for the local fire service. Uniform: The uniform of the firemen are the grey coloured pant and shirt. Duty and holidays: The firefighters have 24 hours duty in the fire station. Regarding the holidays, a firefighter gets 54 days holiday in a year and sometimes under the permission of senior commander, they may go for outings for few days. Pension: A **Superintendent, **Subedar, **Jamdar, **Hawaldar, Fireman gets the pension in 17 years of the service time and the driver and the helper has pension after 20 years of service. ** The post for the marked officers is vacant in the Kathmandu valley since a long time. Research and Development The testing and use of new equipment is usually carried out operationally or at Fire Service. This enables firefighters to get involved in research and development at a very early stage in their careers. Major incidents The commanders in the control unit work out fire fighting tactics and give each appliance crew a certain job to do. They make sure that there is enough water, arrange for relief crews and canteen facilities, and give reports to the press They decide if other appliances such as water tankers, hose laying vehicles, emergency tenders or salvage tenders are wanted. The fire service may be called to fires at major disasters such as incidents, aircraft crashes. Form is used instead of water to put out oil or petrol fires. Firemen will use their cutting gear to free people trapped in wreckage. The foam tender is sent straight away if control has news of a fire on a ship in harbour, or an aircraft fire. Airports have their own fire fighting equipment, including large foam tenders. There are many wells in the Kathmandu valley and several labourers are sent inside the well to clean it. Many of them have to lose their lives in the absence of breathing apparatus. There is heavy rainfall in the valley and other parts of the country in the rainy season. People have to suffer in the problem of drowning and floods. There is no proper system of their rescue and rehabilitations. Similarly due to deforestation and other human behaviour, the problem of landslides is arising in the country day by day. There is no proper arrangement of rescuing the affected people and the needy ones. Safety and fire prevention Every fire station has a fire prevention team which advises people how to protect their homes, shops, factories and offices, old temples against fire. Fire drills are organized to make sure everyone knows what to do if there is a fire. You have probably taken part in a fire drill at you fire station. Problems in the field of Fire Fighting and other disasters 1. The capital city is the valley with the narrow roads and the houses are built in such a way that there is no distance kept between the two houses. In such condition, if one house catches the fire, then the whole area begins to burn. 2. There are no facilities of fire training and no fire courses are offered in any colleges and universities of the country. Still the firefighters have to work in the training provided in the year 1937 and there is no regularity in this matter. 3. There are no any government policy and the law in favour of firefighters' insurance, and though they have 24 hours duty, they don't have good salary and the facilities. 4. There is not the sufficient budget offered in the field. Similarly, there is no fire law and the fire code in the country. 5. The system of collecting the data is improper. Many fire cases are not included in the data due to the lack of sources. 6. There are not the basic equipments to fight the fire. The firefighters in this 21st century are even unknown to the modern techniques in this field. They haven't seen the modern equipments to fight fire, which are used in the developed country. 7. There are no hydrants in the roads in the valley. If the hydrants are found luckily, there is no water supply. The fire engine has to cross the very busy traffic to fill the water tank. An engine takes about half an hour to go and fill the tank from the spot of fire. The Uses of Explosives in the Country: The uses of explosives since few years back are increasing rapidly in the country. After the rise of Maoists terrorism in the country, the use of explosives has lead to loss of private, public and the national properties. Mostly the children, school going students, women and the innocent people are affected by the war. These things are causing the economic, physical and human loss. The people affected by the explosion are bearing the heavy loss. The injured ones are in a trap of treatment. The necessary service, facilities and the control measures are not effectively applied in the field. Many people are losing their relatives, children are being orphans and the women are being widow. The general people are compelled to past their lives in terror. People are not free to adopt their own style of life. The following measures can be adopted to control the fire and the other disasters for some extent: 1. His Majesty the Government should make the acts, laws and proper policy. 2. The fire code should be made and implemented in the cities and the dense inhabitation places. 3. There should be the establishment of fire and disaster universities, colleges and schools. 4. There should be the sufficient separation of budget in order to meet the physical infrastructure need of the service. 5. The co-operation and good relationship should be strengthening with the INGOs and the NGOs. 6. There should be the free custom service to enter the fire engine and ambulances to the country. 7. The proper environment and the easy government policy should be determined for the INGOs and NGOs. 8. There should be the system of separation of fiscal budget to the non-governmental organizations working in the field of fire and disaster to run their programs. 9. The most developed countries should launch the agencies to prompt the fire service and donate the equipments to the least developed country like ours. 10. The tax implied in the fire equipments should be made Free. 11.There should be the proper management of training facilities in the countries. 12. The eyes of foreign donor agencies and the country should be focused in the burning problem of our country and the country can be made the market in the South Asian region.

With regard to point loading on litter rigs. Danis has a point about metal to metal contact in a small area. However, we have an even worse situation with pulleys and we do not have failures there. My original rope rescue mentor recommended against using Stokes with tubular frames for haul operations or helicopter lifts.

The United States Volunteer Homeland Security Service Command's primary mission is to assist emergency management, local authorities, law enforcement, and emergency response with On-sight crisis and disaster assistance, security and safety support, search and rescue, traffic and crowd control, and evacuation aid. We need information, procedures, guidelines, etc on search and rescue. A few of our member, including my self, have a police and/or military background and "training" experience. When I was a Kentucky State Trooper, I was involved in a poorly supervised "search and rescue" for a 5 year old girl. The child was found four days later in a thickly wooded area only 1 and 1/2 miles from home. If the search would have been conducted in a professional manner, it wouldn't have taken so long. I just wanted to let you know that I think this is a great site with great resources. I work as a part time fire fighter with the Town of Cohrane Fire Dept and recently we developed a "bystander card" which we hand out to persons who have actively particapted at an incident. The card serves two purposes; first to recognize and thank the individual while the second is to make them aware that psychological trauma can occur in these cases. Hi, The Ontario Heart Health projects of Northern Ontario (Sudbury, North Bay, Temiskaming, Cochrane and Northwestern) is currently working on a collaborative project. Our goal is to increase the awareness of non motorized trails as a mean to be active to parents with children under the age of 15. We are currently working on a booklet which will include the contact information of various trails organizations in each district across the North (including Thunder Bay although not part of the collaboration). These booklet will be distributed free of charge or on a cost recovery basis where families gather. My request is to have permission to use the 9 tips for children survival.
